Getting the Age Verification Pop-Up to work

I've looked up several ways to get this to work and I think I've reached the end of my troubleshooting expertise. In order to get the pop up to work I need to set the display rules and where the widget appears. I add the HTML code to my Godaddy website HTML/CSS input and save it.  But when I test the website the pop up doesn't appear. I'm sure I'm doing something wrong, so if anyone has any ideas or suggestions, please let me know.

  I go into the dev tools on the webpage and I'm not sure how to find the right Element/CSS selector. Which one do I add to the display rules?
